Assuming (and its a big assumption) that these new LSC contracts go the full 3 years, do we think the LSC will allow consortia next time round and see consortia as a long term prospect, or do we think they see it as a stepping stone to full mergers and will only allow bids from single legal entities next time round?
I suspect that the LSC were fearful that insisting on single entities delivering the SWL bundle of categories would potentially have wrought devastation on the contracted supplier base. Of course they have managed to bring this about in any event, but there you go...
I suspect the box-ticking, inflexible auditors at the LSC will create a bureaucratic nightmare for organisations working in consortia.
As for the contract duration, I will not bet my shirt on the contract going the term. I have my doubts as to whether the bird will gain flight at all.
