I can't see anything in the new consortia update that says 22nd. However, you're right in that the LSC has said previously elsewhere that the bids will open in the week commencing the 22nd
I think the table on the page you've linked to is probably a clearest indication of the deadline for opening the tender now, and which the LSC are aiming for. You're probably not going bananas, it wouldn't surprise me if the LSC has today updated this section of the table from 'w/c 22nd Feb' to '26th', to give a clearer indication of when it all kicks off. Pity the LSC has left this for people to spot rather than adding a notice to this effect along with notification of the consortia update

I should know this- but it says all agencies in PQQ have to pass essential requirements. Does that mean that if agency A already have office in procurement area that agency B also already have to havce one? or can one agency be currently outside the Procurement Area

Everyone who tenders will have to pass the PQQ. This is the initial stage, like vetting
The Essential Criteria will come in the actual Invitation To Tender (ITT). Again, all organisations will have to pass these to continue or have a chance of being awarded a contract. There are also Selection Criteria within the ITT but, these will only be applied and suppliers ranked if the total volume of NMS bid for across all suppliers within the area exceeds the allocation
I think your question is about whether you need to have a presence within the area at the time of bidding? The answer is no, you don't. Using your example, Agency B who is outside the procurement area could still bid on the premise that they would have the required presence. However, the LSC would check that they had sorted it out approx 6 weeks (off the top of my head - it was 8 in the Immigration tender) before contract commencement date or they would not give them the contract

Sorry yes i didnt mean the PQQ i meant the essential requirements.
Interestingly in the immigration Tender extra points where given to those who already had an office access point. You could pass the essential criteria by saying you would have one by the time the contract started but if it went to the scoring bit you got more points for being thre already. I wonder if it will be the same in SWL

@ rwilkinson: that's a very good point and it would not surprise me if there were similar conditions within the Selection Criteria for the SWL round. We'll have to wait and see what comes out of the bag
