The LSC has published a second version of the Information For Applicants (IFA) and the Annexes to that IFA on its website. Version 1 has now been removed and is no longer available
The LSC says that the amendments from the previous versions are:
(1) to correct errors, we have made changes to the Matter Start details contained in the ITT overview pages for Rotherham, Wirral, Bolton and Leicestershire and Rutland; and,
(2) to assist Applicant Organisations to access the 135 ITTs, we have amended the information contained in paragraph 12.2 of the IFA and introduced a new Annex – Annex H entitled ‘How to search for an ITT’.

Version 3 was meant to come out on 5th March, with the corrections made around allowing consortia members to also bid for all 3 categories as part of a consortia. There was no updated IFA over the weekend, in fact there was no IFA at all
However, there is now a Version 4 of the same SWL & Family IFA on the LSC site - did version 3 actually ever make it up? It looks like the Version 4 became necessary due to the amendment to the IFA para 7.16 on claiming POA for disbursements. More updates today. What looks like a Version 5 of the IFA is on the way
The LSC has released a notice that it intends to update the IFA in order to make a couple of corrections. The Employment row of the table at 7.26 has been amended and also paragraph 13.8 has been amended to read:
If, following the capacity test the total volume of Matter Starts tendered for in a Procurement Area or Access Point for a particular Category of Law is more than the Matter Starts available in a Procurement Area/Access Point, we go on to assess the Selection Criteria against each Individual Bid.

It looks like Version 7 will be on its way shortly. The bits regarding restrictions on consortia bidding as sole entities has reappeared within this latest version, despite it being sorted out previously
Have a look at the latest IFA (v6) 9.10(ii):
"A Consortium Member must not be tendering to deliver all three Categories of Law on its own at any individual Office"
Also, at 15.7(ii):
"[Tenders to deliver services as a Consortium will only be considered where] each Consortium Member is not able to deliver all three Categories of Law independently of the Consortium at its Office"
Tut tut LSC, you need to make sure you keep on top of your track changes and amend the right version! Unless it's a change of mind of course....

The LSC have issued a replacement IFA which corrects the information on the consortia requirement that organisations can be delivering 3 categories of law if they are in a consortium as originally clarified in their Legal Notice issued on 5 March 2010.
Paragraph 9.2 of the IFA now reads: “However, we recognise that not all organisations are able to reconfigure at this time. Therefore, we will permit Applicant Organisations to join up with other Applicant Organisations for the purpose of delivering the three Categories together as a Consortium in a particular Procurement Area or Access Point.”
Paragraph 9.10 ii and 15.7 ii of the IFA have been deleted.
